Ibaraki and the Partnership System: the “backwater” state at the forefront of LGBTQ+ rights in Japan

Kaitlyn is a recent graduate from the Graduate School of Asia Pacific Studies at Waseda University. During her time at Waseda, she focused heavily on local Japanese politics and LGBT policy, and represented her cohort as salutatorian upon graduation.

In this month’s lecture, Kaitlyn will discuss her research on the Japanese partnership system, and how Ibaraki became the first prefecture to implement this progressive, pro-LGBT policy. While at first it may seem to fly in the face of our understanding of where LGBT policies are implemented, Kaitlyn reveals that we need to reevaluate these pre-conceived notions on where progressive actions come from. Kaitlyn’s 45-minute lecture will be followed by 15 minutes of casual Q&A with lecture attendees.
